Tracy Marcinowski is a retired federal senior executive with more than 25 years of experience leading acquisition, policy, and strategic procurement programs across the U.S. Air Force, Department of Veterans Affairs, U.S. Coast Guard, and GSA’s Public Buildings Service. As Assistant Commissioner for Acquisition, she oversaw national acquisition strategy for a $7.4B organization and spearheaded major modernization efforts including contract system transformation, governmentwide contracting initiatives, and advanced automation programs. Tracy is a recognized expert in acquisition strategy, policy development, strategic sourcing, and technology-enabled modernization.
Courtney Springer

Courtney Springer is a retired federal executive with nearly 30 years of leadership experience in acquisition, facilities management, and organizational modernization within the General Services Administration’s Public Buildings Service. He has led major initiatives to strengthen facilities operations, enhance acquisition processes, and improve enterprise performance across one of the federal government’s largest real estate portfolios. Courtney brings deep expertise in acquisition strategy, facilities oversight, and regulatory alignment, offering clients a strategic perspective grounded in decades of operational and policy experience.
